I. current situation

China is a large manufacturing country. In the process of industrial production, the coating process involves many industries, including all industries involved in the coating process, such as motor vehicle manufacturing and maintenance, furniture, household appliances, metal products processing, color steel plate, container, shipbuilding, electrical equipment, pipe industry, etc

the coating industry belongs to the field of new materials. Environmental protection coatings include water-based coatings, powder coatings, radiation curing coatings and high solid coatings. As environmental friendly coatings are still in the early stage of research and development, some key technical problems are far from being solved. Therefore, the use of solvent coatings accounts for% of the total amount of coatings. In 2009, the output of industrial coatings in China was 9.114 million tons, of which solvent based coatings accounted for 60%, so the low market demand for products will also cause manufacturers not to invest too much in R & D. The output of coatings in 2010 (China Coatings Industry Yearbook, 2011) was 9.7 million tons, of which solvent based coatings accounted for 52.1%. Every year, about 3.5 million tons of VOCs (including the diluent used in coating) volatilize into the atmosphere during the use of coating (hundreds of thousands of tons of xylene alone), and the pollution and waste are very serious. Due to the rapid development in recent years, the average growth rate is 15%. In 2012, the output reached more than 12million tons (the import and export volume can be ignored), of which industrial coatings accounted for about 70%, that is, about 8.4 million tons. The VOCs emission calculated based on this is about 6million tons. It has become the largest source of industrial VOCs emissions in China and has the greatest impact on industrial VOCs emissions in China

environmental hazards will be caused during production and application: such as VOC emission, formaldehyde and heavy metal residues, free TDI volatilization, etc. China has formulated a series of mandatory national standards for coatings, among which five mandatory coating standards represented by GB limit of harmful substances in exterior wall coatings for construction were formulated and revised in 2009 alone. At the same time, foreign stricter environmental protection regulations (such as haps regulations, VOCs regulations, reach regulations, ROHS directives, etc.) have set a higher threshold (green barriers and technical barriers) for the export of China's paint products, raw materials and even downstream household appliances, toys, furniture and other end products. Therefore, under the situation of increasingly strict supervision, it is the general trend to strengthen the innovation of coating technology and develop and upgrade environmental friendly coatings. At the same time, users who use conventional solvent coatings need to strengthen the innovation of VOCs treatment technology

1 Current situation of painting process and equipment

China's painting process and equipment have developed rapidly. There is a big gap in environmental protection, energy conservation and emission reduction and resource utilization. Many coating lines' VOC emissions are not up to standard, and the energy consumption, water consumption and coating material consumption per unit coating area are high, so there is no corresponding mandatory policy. For example, although China is a large automobile production country, it is not a powerful country, and automobile coating is no exception

5) more than 95% of the spray paint rooms equipped with conventional spray paint room equipment adopt the form of fresh air for forced air supply and exhaust, and VOCs are directly discharged from high altitude with low concentration and large air volume. If VOCs is treated, VOCs concentration device shall be added

activated carbon adsorption and catalytic combustion have low primary investment, high use cost and poor treatment effect. They are generally used in small production lines, and the utilization rate of equipment is low

high temperature incineration (RTO, tnv) has high primary investment, low use cost and high treatment effect. It is generally used in medium and large production lines, and the equipment utilization rate is relatively high, especially the waste heat of tnv is used in the drying room, and the equipment utilization rate is very high

2. Existing problems

1) technological development is uneven, and environmental protection coatings, new processes and new equipment need to be improved

although China has become the largest paint production and consumption country, it is not yet a strong country in coating technology and coating engineering. The technical level of coating varieties produced by domestic enterprises is uneven, and the technical level of domestic coating engineering is uneven, and there is still a large gap. In particular, the technology of environmental protection coatings, new energy-saving and emission reduction processes and new equipment in various fields still needs to be improved

because China has no mandatory energy conservation and emission reduction policies for coating projects, enterprises have no enthusiasm for the transformation of existing coating production lines, and the application of energy-saving and environmental friendly new coatings, new processes and new equipment cannot be promoted

2) there are many enterprises, small scale, weak environmental protection technology and poor environmental protection awareness

according to statistics, there are about 8000 coating manufacturing enterprises in China, mostly small and medium-sized enterprises. Low level redundant construction is very serious, with excess production capacity, inefficient use of human resources, and great waste. There is little investment in high-level and high-tech environmental protection coatings and environmental protection equipment. Some enterprises configure environmental protection equipment but rarely use it. Therefore, strengthening the guidance of enterprise specialization and specialization, expanding the scale of enterprises, concentrating resources on the development of environmental protection coatings and cost-effective environmental protection equipment are important issues to achieve sustainable development

3) the situation of non environmental friendly coatings needs to be improved.

in the enterprises using solvent based coatings, about 95% of the VOCs in the paint spraying room are directly discharged at high altitude with low concentration and large air volume, 90% of the VOCs in the drying room and leveling room are directly discharged at high altitude with high concentration and small air volume, and the rest are equipped with VOCs treatment devices, but the technology of VOCs treatment devices is uneven, and because there is no long-term supervision system, the utilization rate of VOCs treatment devices is not high during normal production

4) the system of promoting the healthy development of coating industry and environmental protection equipment with standards and regulations has not yet formed.

at present, China's environmental protection coating standard system, VOCs emission system and related heavy energy are subject to powerful data analysis and processing; The basic standards for the adoption of electro-hydraulic proportional microcomputer control system and microcomputer automatic control microcomputer display are only initially established and need to be improved. The backwardness of the standards has slowed down the process of China's coating industry and environmental protection equipment in line with international standards, and affected the improvement of the international competitiveness of China's coating industry and environmental protection equipment

2. Characteristics of waste gas from coating (spraying) process:

(1) usually accompanied by a large amount of overspray paint mist particles

(2) there are many kinds of coatings, different solvents are used, and the organic components are complex (the organic solvents in the coatings include more than a dozen categories, such as benzene, ether, lipid, ketone, alcohol, alcohol ether, hydrocarbon, etc., some low-molecular additives may be restored to the atmosphere, and some benzene, alcohol and lipid belong to "double high" production and "three causes" substances)

(3) forced air supply and exhaust are mandatory in the spraying process, with large exhaust air volume and low organic concentration. Therefore, the treatment of coating waste gas is difficult, the treatment cost is high, and the treatment effect is poor, which is a difficult problem in the treatment of industrial VOCs emission in China at present

in some key industries involving coating technology in China, such as motor vehicle manufacturing and maintenance, furniture, household appliances, mechanical equipment manufacturing, pipe industry, shipbuilding, containers, etc., the treatment of spraying waste gas has just started in recent years, only a small part of the waste gas has been treated, and the operation efficiency of the existing treatment equipment is low and the operation condition is poor, The huge emission reduction effect and market prospect are exactly the original intention of Guoliang copper to spend a lot of money on developing new copper alloy materials with high thermal conductivity. As China is a large manufacturing country, it occupies a high share in the world in the heavily polluting industries with large VOCs emissions, such as furniture manufacturing, containers, shipbuilding, automobiles, household appliances and so on. Therefore, in the future emission reduction of VOCs from industrial fixed sources in China, the treatment of coating waste gas is the top priority

II. Development planning

take structural adjustment and development mode transformation as the main line, implement the strategy of "adjustment, transformation, innovation and upgrading", and under the guidance of relevant national policies, strive to adjust the industrial technology structure and enterprise organization structure, strengthen independent innovation and form independent technologies, standards and brands, increase the cultivation and development of emerging environmental protection coating varieties, and promote the application of new processes and new equipment, Speed up the transformation of existing coating production lines with poor energy conservation and environmental protection

1) accelerate the development of environmental friendly coating products

solvent coating: in the coating process of automotive products, the coating cost is less than 20% of the whole coating cost, and the remaining 80% is the cost consumed in the coating process. Therefore, reducing the content of volatile organic compounds (VOC) in the coating, shortening the coating process, optimizing the layout of the coating line, reasonably arranging production, and improving the first pass rate of products can reduce the cost of the whole vehicle and save energy and environmental protection

environmentally friendly coatings: promote the application of new technologies such as water-based, solventless (powder coatings, radiation curing coatings) and high solid differentiation
