However, until the end of the last century, the manufacturing of explosion-proof equipment was still dominated by multinational companies, and the production of domestic enterprises was mainly labor-intensive low-end products. Fortunately, in the past ten years, this situation has changed significantly. Chinese explosion-proof enterprises have constantly introduced new products, stepped out of the country and stepped onto the international stage. These changes benefit from the international mutual recognition system for the detection and certification of explosion-proof products
Lu Qiao said that national differences in standards, testing and certification systems are the source of trade barriers. Explosion proof equipment is widely used, including petrochemical, pharmaceutical, mining, gas storage and transportation and many other fields. At present, the hot markets of the explosion-proof industry include China's petrochemical industry, the oil exploitation industry in the Middle East and Southeast Asia, the natural gas exploitation industry in Russia, the coal mining industry in Australia, the offshore engineering/platform construction in China and South Korea, and the natural gas transmission and distribution, pharmaceutical, printing and other fields in various countries have a large amount of demand for explosion-proof equipment procurement. But more than a decade ago, China rarely exported explosion-proof equipment. On the one hand, the product technology level was low, on the other hand, at that time, domestic enterprises did not understand the international market situation, did not grasp the threshold of market access of various countries, and lacked confidence in the international market. At that time, domestic explosion-proof enterprises only followed China's management requirements, and there were great differences between China's management system and the management systems of various countries in the world, so it was difficult for enterprises to estimate the initial investment and make up their minds to independently develop and cultivate the market. There are three parallel systems for the management of explosion-proof equipment in China. The certificate system refers to the type inspection of products and the confirmation of product design and structure; License system is the verification and confirmation of production conditions and production capacity of manufacturing enterprises; Safety signs are a special access management system for the coal industry. These management systems originate from the needs of industry management, and their focus is different. Compared with the internationally accepted product certification rules, they only focus on some of them, which is not comprehensive enough. In contrast, other countries' more comprehensive evaluation bodies related to explosion-proof equipment are close to the border system. The vast majority of countries or regions such as the United States, the European Union, Japan, South Korea, India, Iran, Russia, etc. adopt compulsory product certification for management, with complete testing and certification requirements. Only EU countries allow enterprises to make self declarations for equipment with low risk levels, while some Middle Eastern countries directly accept the EU certification results. Due to the separation of domestic testing and inspection and the lack of certification system, the explosion-proof management ability and management level of manufacturing enterprises are relatively weakthere is also a big gap between China and other countries in terms of national standards for testing and certification. Developed countries such as Europe and the United States basically adopt IEC standards, or add some higher safety indicators. However, China's technical standards are far behind the IEC standards, which directly causes enterprises to not master the latest international standards and cannot implement the latest requirements of international standards in product design, resulting in products designed by enterprises not meeting the minimum requirements of safety management in the international market, reducing the export opportunities of enterprise products
Lu Qiao said that it was the mutual recognition cooperation of detection and certification that solved this problem.
